Summary |
Suitably qualified and experienced organisations were invited to lodge a proposal to evaluate a digitally enabled social prescribing project currently being delivered in Gippsland. The successful tenderer will be required to conduct a thorough evaluation of the digitally enabled social prescribing project in Gippsland and ensure the evaluation is cost effective and provides value for money to Gippsland PHN. The successful tenderer will work with both Gippsland PHN and the social prescribing software provider to:

Type of approach to market: | Urgent Limited Procurement (address emergency health need) | The Australian Government recognises that the COVID-19 pandemic and its associated social and economic impacts have severely affected the mental health of individuals and communities in Victoria, requiring a systemic and localised response. In response, the Government provided funding to establish 15 new mental health hubs, of which two are funded for Gippsland. W ithout impacting the requirements for value for money and probity, Gippsland PHN has exempted the commissioning of HeadtoHelp services from certain aspects of its standard procurement practices in order to provide for a rapid response to the declared state of emergency. The primary aim of these hubs is to provide vulnerable people in the community who have suffered with either new, or an exacerbation of an existing, mental health issue due to the pressures relating to the COVID pandemic access to specialised and targeted services in the immediate term. The Hubs establishment was subject to Commonwealth government emergency procurement conditions in the context of Victoria’s declared State of Emergency. The six Victorian Primary Health Networks were provided guidance to support the selection of sites.The Department of Health provided the following guidance to Primary Health Networks to assist with the selection of site location(s):Population size of LGA, including distribution across age groups Existing investments and services Local capacity and ability to rapidly establish services Respiratory clinic activity and outcomes Covid Safe Safety and Quality, and Identified gaps in mental health service delivery. |
